New municipal evaluation guide on development such as Smart City

AENOR and the FEMP modify the standard UNE 66182 with guidelines to diagnose municipal management and its strategy as a smart city. The Spanish Federation of Municipalities and Provinces (FEMP) and AENOR (Spanish Association for Standardization and Certification) have presented the new version of the Spanish Standard UNE 66182, Guide for the comprehensive evaluation of municipal government and development as a smart city.

This Standard provides the methodological guidelines necessary to conduct a complete diagnosis of the management of a municipality, by contrasting with a comprehensive system of indicators of reliability in the adequate provision of services, including its strategy as a smart city.

UNE 66182, which for the first time incorporates guidelines to support the development of city councils as intelligent cities, has been revised to adapt to the new needs of the councils.

This document is structured in four quadrants: institutional development for good governance, sustainable economic development, inclusive social development and sustainable environmental development. For the comprehensive evaluation of municipal government, these four areas include a total of 39 indicators and 169 sub-indicators. These range from their quality and innovation strategy, to the detection of innovative economic activities, through the efficiency of public services - such as road maintenance or public lighting - or air quality control, among other things.

The guidelines of this standard apply to the different areas, companies or municipal management bodies, in order to achieve a certain level of development in the different key aspects. This document is of voluntary application to all municipal governments regardless of their size, location and services rendered.

The standard has been developed with the encouragement of the FEMP, within the Technical Committee for Standardization of AENOR AEN / CTN 66 quality management and conformity assessment, whose secretariat AENOR plays, and is compatible with the standards of promoted smart cities In the Committee 178 of AENOR. UNE 66182 is certifiable by independent third party, a way to ensure that the standard is applied effectively and obtaining maximum return.

The presentation of this norm took place in the framework of the VI National Congress of Innovation and Public Services (CNIS), during a roundtable that was attended by Carmen Mayoral, Secretary of the Commission for Modernization, Citizen Participation and Quality of the FEMP ; Jesús Vázquez, Mayor of Orense and President of the Commission for Modernization, Citizen Participation and Quality of the FEMP; Tania Marcos, Head of Quality, Environment and Risks of the AENOR Standardization Directorate, and Manuel Pechero, Head of Quality of REGTSA of the Diputación de Salamanca and coordinator of the Working Group on Quality Standards of the Commission for Modernization, Participation Citizenship and Quality of the FEMP.
